Cut the beef into small pieces,wash well and drain it.
Pressure cook the beef along with chilly powder,turmeric powder,pepper powder and salt(without water) then crush them with chopper.
Heat coconut oil in a pan,add sliced onion,chopped ginger, garlic,green chilly and curry leaves saute them.
When the onion is golden brown,add crushed beef and fry for 5 minutes,remove from the fire and keep it aside (beef filling is ready)
Peel the tapioca cut into medium pieces,wash well and cook with salt and drain them.
In a food prosesser or grinder add cooked tapioca & grated coconut and grind them.
In a bowl add ground paste and rice powder,make it a dough,keep aside.
Grease your hands with a little ghee and make a lemon size balls out of the dough, flatten it to small round shape and place 1tbsp filling in the center, close edges, press lightly and roll it in your hand in to the elongated shape of cotton pod (shape of unnakaya)
