Clean the chicken,cut in to small pieces and wash well.
Marinate the chicken with above mentioned ingredients and keep aside for 30 minutes.
In a bowl add soy sauce, chilly sauce, ketch up, vinegar and sugar, mix well,keep aside.
Heat oil in a pan and deep fry the chicken until golden brown.
Remove oil into a bowl and keep 2tbsp oil in the same pan, add garlic,ginger,celery,chopped spring onion stir for a minute, then add cubed onion ,cubed capsicum and green chillies, saute until they become slightly tender (they should be crunchy).
Now add sauces and allow to boil, then add fried chicken and combine well, cook for 2 to 3 minutes on high flame.(if you feel it is too dry sprinkle 2tbsps water).
Finally add 2 pinch of pepper powder and 1 tsp of sesame oil, then switch off the flame.
Transfer the chilly chicken into a serving bowl and garnish the dish with chopped spring onion.
Serve hot with fried rice !!!!!

To tender and moisture the chicken, take cold water in a bowl, add 1/2tsp salt, 1/4tsp sugar and 1tsp vinegar, then soak the chicken into it and keep refrigerator for 2hours, drain the chicken before marination.
