To make a syrup, in a sauce pan add sugar and water and heat on medium flame,stirring occasionally,when it boiled add lemon juice and reduce the flame.( the heat to maintain a gentle boil).
Cook for 5 minutes longer to thicken it slightly.Remove from fire and add rose water and orange blossom water mix well and keep it aside. Syrup is ready.
To make pan cake,in a large bowl add all dry ingredients and mix well then add luke warm water whisk until smooth (with out any lumps) then cover the bowl with a plastic wrap and keep aside for 1 hour.
After 1 hour heat a thick bottom pan over medium flame,slightly grease it with ghee and pour 1/4cup of batter into the pan and cook for 2 minutes until the top is just dry(do not flip).Remove from pan and allow to cool.
In a bowl mix all walnut ingredients and set aside.
In another bowl mix all cheese ingredients keep aside.
Place 1 tsp of either filling in the center of the pan cake and fold in half then press the edges together and seal with your finger.Then deep fry the katayef until crispy and golden brown,(they burn fast so be careful).
Dip the katayef in syrup afew second,drain excess syrup and serve with sprinkle ground pistachios on the top.
